Circle Secretary of AIBSNLEA COM P.UDAYA SURIYAN & COM SANTHA KUMAR, PRESIDENT,Chennai Telephones & other Circle Secretaries of Sister Unions / Associations of TN Circle i.e. SNEA, BSNLEU, NFTE, FNTO & TEPU also attended & addressed the gathering and assured their continued co-operation in future.

18.12.07:Corrections in final seniority list of SDEs

14.12.07: CHQ President Com.Satyanarayana addressed a lunch hour meeting at Circle Office on 13.12.07, during his official visit to Chennai. AGS Com.P.Venugopal, ACS Com.V.Duraiarasan were present along with CS.  Circle President and Circle Secretary of Chennai Telephones also attended the meeting. Com.Satyanarayana elaborated in detail all the current issues and their position. There was a huge gathering and the meeting hall was jam packed.

26.11.07:Our Trichy comrades met Hon'ble Minister Shri.Raja camping at Trichy on 24.11.07 and submitted a memorandum requesting Tamilnadu Government GO facilitating laying cables without delay for TNSWAN project. Click Here for the memorandum.

22.11.07 2000 Hrs: In view of the positive gesture shown by BSNL Management in terms of constituting the committee to address our charter of demands, including the decision to defer action on recruitment of Management trainees, United Forum has decided to call off the programme of mass Casual leave/Earned leave  on 23^rd Nov 2007. 15.11.07:CS letter quoting the diary price
Circle administration has assured us to release shortly, JTO inter-SSA transfers in respect of those who have completed 2 years in a SSA.
As per United Forum call all members are requested to go on MASS CASUAL LEAVE/EARNED LEAVE ON 23rd November 2007, in protest against the administration's attitude against our demands.

14.11.07: Massive response to call for Dharna today.  Reports from SSAs indicate 80 to 90% participation. In Chennai also Dharna was held successfully with mass participation. Congratulations to all comrades.
CS has issued letters to all SSA heads, CGMs, TN Circle, STR and STP quoting the price for Executives' Diary 2008 published by AIBSNLEA. The cost  is Rs.125/- per diary including packing and forwarding charges. Branch Secretaries are requested to approach concerned authorities for placement of order. 29.10.07:AGB of Karaikudi SSA Branch was held on 27-10-07. Com.M.S.Radhakrishnan, Secretary, Kumbakonam SSA, delivered the inaugural speech. 24.10.07: AIBSNLEA and SNEA Circle Secretaries met Circle Administration and raised the issue of giving officiating in DGM grade as has been done in Karnataka and some other circles. Favourable consideration has been agreed to.  Unwarranted transfers in JTO grade under the guise of implementation of New Transfer Policy, done by GM, Madurai was also brought to the notice of the circle administration which has been requested not to implement the policy in the background of the objections raised by both the CHQs.

13.9.07:Government finally reimburses Rs.9249 crores to BSNL towards licence fees and spectrum charges for the first five years upto 2005-06, as committed by it at the time of formation of BSNL. From 2006-07 no reimbursement will be made since the commitment was for only five years.

1.8.07: There was unwarranted delay in issue of time bound upgradation of JTOs in Cicle office. The issue was discussed with GM (A) today in detail. GM (A) has finally agreed to consider the points raised by us favourably.  We expect the orders to be issued in a day or two.
DE vacancies arising out of retirement, additional posts available as per Man Power plan, and vacancies due while considering transfer requests of those who have completed 2 years, are to be filled by officiating.  The issue was also discussed with the administration today.  Administration has agreed to take a favourable decision early.

19.7.07:BSNL has placed the Advance Purchase Order with Ericsson for 14 million GSM lines at a cost of $80 per line. BSNL would place the APO for both 2G (14m) and 3G (3.5m) services, but the order for 3G equipment would be placed only after the policy on third generation services and spectrum availability is in place. The government had yesterday allowed BSNL to place the contract for GSM lines but curtailed it to 23 million lines from the original size of 45.5 million lines

Orders on sanction of posts for various cadres under Man Power Plan 2006-07 are expected shortly. Branch Secretaries are requested to meet the respective GMs for submission of additional posts requirement along with justification to the Circle at the earliest, so as to enable the Circle to take up the matter with Circle Administration. Projection for requirement of DEs  has not been made by most of the SSAs and it needs to be done immediately.

6.7.07 1330 Hrs:Circle Association met GM (F) today and raised the issue of stepping down of pay of SDEs affected by the 1966 seniority case, in a few SSAs. GM (F) has agreed to issue instructions to the SSAs advising not to step down the pay of these SDEs till the outcome of the court case is known.

25.6.07:Discussions were held today with PGM(O) on the final shape of transfers in Installation wing. A few minor changes have been made. Orders are likely to be issued tomorrow afternoon.  It has been made clear that the officers will be posted only to the HQs of SSAs. The officers will continue to report to the DEs Installation concerned for a few months before finally being taken in the strength of the SSAs.

22.6.07:As reported by us earlier, Circle Administration has taken us into confidence on  a tentative list of transfers in both switching and transmission installation units, before issuing final orders. Requests to other SSA HQ have been considered. Among the 12 SSA HQs, where no option is available, the junior most according to the gradation list, from the nearby station have been transferred.  In cases, where there is no change of head quarters, postings within the station are yet to be decided. 11.6.07:Circle Association today discussed with PGM (D), the issues arising out of the proposal to restructure circle installation unit.  One of the points raised was to allow those who had completed the tenure and had applied for release from Installation earlier to go back to the SSA/unit of their choice.  After some discussions, PGM has agreed that they can be accommodated in the SSA Installation of their choice first and can be  posted to maintenance work in the same SSA after some time, parallelly imparting training to others. He has also agreed to avoid disturbance to the maximum extent possible, when the officers could not be accommodated according to their options. We have emphasized that after years of toiling in the Installation unit, the hard working officers should not be left high and dry.  Various other points occupying the minds of our comrades  have also been discussed. PGM has agreed to take the associations into confidence before shaping up the 'restructuring' finally. NO BODY HAS BEEN EMPOWERED TO PICK AND CHOOSE OFFICERS FOR POSTING HERE OR THERE. ALL POSTINGS WILL BE BASED ON UNIFORM YARDSTICK.  IGNORE ALL  RUMOURS.

8.6.07:THE SUFFERING OF A RETIRED OFFICER: Com.Eswari, SDE, wife of Com.Ponnusamy, SDE, Coimbatore retired on voluntary basis a few months back. She was one among the 1966 SDEs whose seniority was revised downwards necessitating us to fight the case in Delhi High Court.  Citing the reversion, the authorities sought to alter her last pay drawn resulting in non-settlement of pension.  Even the pension papers were not sent from the SSA.  All efforts by her for settling the issue went in vain.  When the issue came to our notice, our circle association took up the case and pursued with GM (F) continuously and has been able to resolve the issue in a very short time.  She has received the cheque now.  Our sincere thanks to GM (F) and Coimbatore SSA administration.

5.6.07: AGS & President Com.P.Venugopal and ACS Com.V.Duraiarasan along with CS met GM (F) and discussed important issues relating to Accounts and Finance wing.  The issue of time bound upgradation of AAO to AO scale was discussed at length and finally GM (F) has agreed to do everything possible for issue of orders early.  Local officiating of AAOs as AOs will also be ordered early.
Circle Administration has proposed to restructure the Circle Installation unit w.e.f. June 2007 by making over minimum required staff to SSAs where installation officers are not available for carrying out switching and transmission installations in SSA.  Options have been called for from among JTOs and SDEs in Installation units to work in 12 SSA head quarters other than Madurai, Tirunelveli,  Salem, Coimbatore and Trichy. Some of the officers in these 5 SSAs may be retained in the present headquarters. Circle Association is already seized of the matter.  All issues arising out of this proposal would be taken up appropriately with the administration to protect the members.

1.5.07:Time bound upgradation orders in respect of Circle Office, Thanjavur, Trichy, Virudhunagar and Nagercoil SSAs are also ready. Orders for all these units including those for which work had already been completed (information given in this site earlier) are expected to be issued from circle office in a day or two.

26.4.07:Circle Association has written to CGM to implement officiating promotion to DGM posts, instead of the present looking after arrangement, as is being done in Karnataka circle.
The case of absorption of Group A will be heard on 11th May 2007.
DE Officiating orders issued for 142 officers. A few left out are likely to be considered.
DPC for Time bound upgradation from STS of ITS Group A to JAG scale is over for 97 officers. Orders are likely in a day or two.
Time bound upgradation orders in respect of Pondicherry, Salem and Kumbakonam SSAs are next in the pipeline.

25.4.07:Our protest action against clarificatory (?) orders issued by Circle on Time Bound Promotion policy has paid dividends.  All the clarifications have been withdrawn. Circle Administration has also assured that implementation of Time bound upgradation will be completed before 30.4.07. As a first installment orders in respect of Installation Unit, IMPCS, Vellore, Dharmapuri and Conoor SSAs will be issued tomorrow. Orders in respect of four or five other SSAs will be issued in another day or two.
Inter-SSA transfer orders for  15 SDEs have been issued on 21.4.07.
It is reliably learnt that Circle administration is seriously considering issue of DE officiating orders for a period of 30 days on the basis of old seniority (prior to 6.1.07) pending decision from BSNL HQ.
As per the call given by CHQ all branches are requested to send SAVINGRAMs on 26.4.07 on important issues affecting the viability of BSNL.

9.4.07:The Annual General Body Meeting of Trichy District Branch of AIBSNLEA was held on 7.4.07 at Trichy.  The Open Session was addressed by PGM, Trichy and other senior officers, leaders of various non-executive unions, Com.P.Venugopal, Circle President and Com.K.Rajasekaran, Circle Secretary. In the subjects committee, Circle President, Circle Secretary and Com.V.Duraiarasan, ACS delivered Special Address. Other Circle Office-bearers present felicitated the Conference. The attendance, both in the morning and afternoon sessions, was impressive, with members from nook and corner of the large SSA thronging the meeting hall.  Com.S.Venkatraman, Sr.AO,  Com.M.K.Ganesan, JTO and Com.S.Kannan, JTO have been elected as President, Secretary and Financial Secretary. We convey out heartfelt congratulations to the members and the newly elected office-bearers of Trichy SSA.

8.4.07: As decided by Circle Office Bearers' meet held at Trichy on 7.4.07, all SSA Secretaries and Circle Office bearers are requested to send protest telegrams on 9.4.07 to CGM, GM(A) and GM(F) against delay in implementing promotion policy. Circle Executive Committee of Tamilnadu AIBSNLEA met at Coimbatore on 29-7-06 under the Presidentship of Com.P.Venugopal, President.  Com.Athani, Organising Secretary (South) represented the CHQ.  The report submitted by Circle Secretary was approved unanimously. Click Here for the report.  Except a very few SSAs, all SSAs were represented.  In the organisational review, the Branch secretaries and Circle office bearers spoke on various issues of concern to the members and the Association.  Resolutions were passed unanimously on these issues.  Click Here for the resolutions.  Com.Athani delivered the Special Address. The arrangement for the meeting had been done by Coimbatore comrades in such a wonderful manner, that attracted appreciation from all the participants.  On behalf of the Circle Association we express our heartfelt appreciation and gratitude to Coimbatore comrades.

31.7.06:Finally Perks has seen the light of the Day. BSNL Board in its meeting held in the evening today, has cleared Perks to BSNL Executives.

24.7.06: Joint Forum of BSNL Unions/Associations of Tamilnadu Circle and Chennai Telephones met today and decided to conduct successfully the Joint Programme starting with MASS DEMONSTRATION on 27.7.06.Click Here for the Circular. GS Com.Prahlad Rai and AGS Com.Venugopal addressed well attended meetings at Vellore on 17.7.06 and in Chennai Circle Office on 18.7.06 and explained the present status of various issues.

16.7.06:1. Orders issued for promotion of 100 SDEs as Sr.SDEs who have completed 12 years as on 30th June 2006, in STR.
2. Around 22 DE posts are likely to be filled up by officiating promotion after calling for option.  Transfers of those who have completed 2 years in the particular station will also be considered while ordering officiating promotions.
3.GS Com.Prahlad Rai will address a Branch meeting at Vellore on his visit for attending the Open Session of FNTO AIC on 17-7-06. Com.Rai will also address a lunch hour meeting in Circle Office, Chennai on 18-7-06.
